Advisory council members maintain full independence from institutional management and operational decision-making. Independence is the foundation of credible advisory engagement. Members serve in a personal capacity based on their professional expertise and are not subject to institutional direction on the substance of their recommendations. Financial independence, intellectual freedom, and organizational separation are maintained throughout advisory tenure.
All advisory council members are required to disclose any potential conflicts of interest — including financial interests, professional affiliations, consulting relationships, and personal connections — that could affect the objectivity of their advisory contributions. Disclosures are reviewed annually and updated as circumstances change. Any identified conflicts trigger recusal procedures for affected advisory activities.
Advisory recommendations are grounded in scientific evidence, engineering rigor, and professional judgment. Council members are expected to apply the same standards of intellectual honesty, methodological discipline, and evidence-based reasoning that characterize the best of aerospace engineering practice. Speculative claims, unsubstantiated assertions, and advocacy positions are inconsistent with the Council's advisory function.
The Council recognizes that its advisory role carries public trust responsibility. Propulsion technologies with nuclear and high-energy components require public confidence built on transparency, safety commitment, and responsible communication. Advisory members accept the obligation to support public trust through measured, honest, and responsible engagement with institutional and public stakeholders.
