    Policy Statement

    Monarch Space Systems, Inc. treats the start and the end of a contract as engineered events. A phase-in is planned so the government experiences continuity rather than a learning curve it pays for; a phase-out is executed so the successor and the customer are left better off than a departing contractor is obliged to leave them. Between those events, the institution maintains the ability to continue essential work through disruption, and to respond to an emergency without waiting to invent a structure.

    • Every transition is executed against a written plan with named owners, dated milestones, and defined exit criteria.
    • Continuity of service to the customer takes precedence over the institution's own convenience during any transition.
    • Incumbent employees are engaged professionally and in compliance with the applicable service contract obligations.
    • Government property, records, and data are accounted for and transferred with documented custody.
    • Essential functions and their recovery objectives are defined before a disruption, not during one.
    • Any incident with safety, security, environmental, or contractual consequence is reported to the customer on discovery.

    Owns emergency planning, drills, incident command readiness, and post-incident investigation.

    Monarch Space Systems describes its transition, continuity, and emergency response practices as aligned with the cited federal regulations, agency directives, and consensus standards. Alignment is not a determination. The institution does not claim a certified continuity capability, an accredited emergency management program, or any specific transition performance on a named contract. Transition plans are prepared for a specific acquisition and are not published.

    Policy documentation, procedures, and control descriptions are available to customers and prospective teammates through the confidential engagement pathway or by request through institutional contact.

    Questions We Are Asked

    Has Monarch Space Systems executed a contract phase-in?

    The institution does not confirm or deny participation in specific contracts or transitions. What is published is the discipline: how a transition plan is structured, who owns it, what the exit criteria are, and how continuity of service is protected. A customer or prime evaluating transition risk is invited to review that structure directly.

    How is incumbent staff capture handled?

    Professionally and in compliance with the applicable requirements. On covered service contracts, the right-of-first-refusal expectations under Executive Order 14055 and the Service Contract Labor Standards govern the approach. Incumbent personnel are the largest single repository of program knowledge, and treating them as an inconvenience is both a compliance risk and an execution error.

    What is meant by full operational capability?

    A defined state, not a feeling: staffing at planned levels with required clearances and credentials in place, all required plans and procedures approved, systems and tools operational, government property accounted for, and every contractual deliverable process running. Exit criteria are written into the transition plan and their achievement is reported to the customer.

    Does the institution claim a certified continuity capability?

    No. Continuity planning is structured against FCD 1, NFPA 1660, ISO 22301, and NIST contingency planning guidance. No certification, accreditation, or third-party assessment result is claimed. Where a customer requires evidence of continuity capability, the institution provides its plans and supports assessment.

    How quickly is the customer told about an incident?

    On discovery. Safety events, security and cyber incidents, environmental releases, property loss, and events affecting deliverables or schedule are reported through the contracting officer and technical point of contact as soon as they are known, with the facts established at that point and an assessment of what is not yet known. Regulatory and contractual reporting timelines are treated as maximums, not targets.

    Are transition plans published?

    No. A transition plan is prepared for a specific acquisition, contains customer-specific and sometimes sensitive detail, and is delivered through the acquisition. This page describes the framework those plans are built from.
